還原本句為It was fine yesterday, we went on a picnic.因為It being fine yesterday為分詞構句修飾其後主要子句,其中因主詞不同it不能省略,若主詞一致就可省略,例Being closed yesterday, the park was cleaned up.

"being"是分詞, 這是分詞構句的結果, 為了避免dangling participle的文法錯誤, 原子句的主詞"it"要留下, 成為一種叫absolute phrase的片語
.
原句: It was fine yesterday, so we went on a picnic.
另例: There being no further business, the meeting was adjourned.

an absolute phrase:-
When weather means conditions at a specific time with reference to sunshine, use go out in all kinds of weather.
When using it=the weather, try use it is fine today.(1)It being fine, we'll go on a picnic.(2)Fine being the weather, we'll go.(3)Weather being fine, kk will go on a picnic.
In (1) the original sentence "IT" is different from main word "we",being inconsistent=not to be omitted.----an absolute phrase construction.
