Does Citibank send a welcome kit before your bank accounts are actually approved.?

I'm not sure with Citibank specifically but most banks don't send you a welcome kit prior. The assumption is that if you're applying for the account that you've already read through and agreed to all the terms, conditions and fees for that particular account. And then once the application is processed and approved it's at that point that they mail out the welcome kit with their privacy policy information etc.
